Harness for Government
AI is writing code faster than the federal, state and local goverment can authorize and deliver it. Harness is the governed software delivery platform where speed and compliance stop being a trade-off.

Certifications and compliance
Compliance built for the boundary you are accountable for
Your security team should not have to choose between modern software delivery and the boundary they are authorized for. Harness meets you where the mission runs.
FedRAMP Moderate and High
Offerings built for federal authorization boundaries, launching in the FedRAMP Marketplace. Contact us for current authorization status and package access.
FIPS 140-3
Self-managed deployments support FIPS-enabled configurations, including a FIPS-enabled delegate for pipeline execution.
Built to generate continuous ATO evidence
Every pipeline execution records who ran it, which OPA policy governed it, what was approved, and when — supporting RMF assessments and continuous ATO.
The AI velocity paradox
AI code is making the outer loop chokepoint worse
AI is writing more code than ever, and is making the delivery chokepoint worse. Forcing vast amounts of code through legacy pipelines results in instability and limited velocity gains.
The solution
Harness ships code safely at machine speed
Domain-specific Expert Agents orchestrate specialized Worker Agents that autonomously execute pipeline tasks — within your governance guardrails. Harness unlocks the ROI from your coding tool investment.
Faster deployments
Reduction in remediation effort
Faster patch cycle
Less pipeline maintenance
Based on results from commercial Harness customers. Government (federal , state, and local) results vary by mission, environment, and authorization boundary.
Deploy where your mission runs
Run Harness in the environment you have authorized, with the model you approve — and the same governance everywhere.
Run Harness in your own environment, on-premises or fully air-gapped, including GovCloud and sovereign deployments. The same governance model applies everywhere.
Harness Agents are prebuilt. You choose and approve the model that powers them, and every AI action runs under the same RBAC, OPA policy, and audit trail.
FedRAMP 20x Class A
Harness for Government is now available in the FedRAMP Marketplace with offerings built for federal authorization boundaries. Reach out to our team for current authorization status, package access, and sponsoring agency details.
Connect it, standardize it, enforce it
Your architecture boards approved your tools and your authorizing officials authorized them. Harness adds the layer that lets you see, govern, and prove what happens across all of them, without ripping anything out.
Orchestrate what you already have
One control plane connects Git providers, cloud platforms, artifact registries, infrastructure, ITSM, and security scanners through governed connectors, with platform-managed credentials and no custom scripts to maintain.
Standardize with Golden Templates
Build once at the organization level and inherit everywhere below it. Swap a scanner or add an approval gate in one place and it propagates to every pipeline, so local teams keep flexibility while central governance stays intact.
Enforce with policy as code
Open Policy Agent is embedded across the delivery lifecycle and evaluated on save and on run. Templates without enforcement are suggestions. With Harness, a pipeline that violates policy stops.

100+ connectors out of the box.
This is a representative sample — Harness integrates with many more tools in every category.
Prove with chain of custody
Every build, scan, approval, and deployment is recorded and tied back to the artifact it produced, with SBOMs, SLSA provenance, and signed attestations for supply chain evidence.
Defensible ATO
A fully documented, auditable, policy-driven delivery platform where governance is not a separate audit exercise. It is built into the pipeline itself, and as AI generates code faster, that enforcement matters more.
The only end-to-end platform
authorized for FedRAMP
Every software delivery capability is built in and native — not stitched together from third-party tools — and the whole platform runs inside your FedRAMP High boundary.
This shows typical native platform fit, not a claim that other products cannot solve these jobs. Many teams cover gaps with adjacent tools, plugins, or custom workflows.
Governance built for regulated, agentic delivery
Every agent runs through scoped permissions, OPA policy gates, and an audit trail. Governance is built into the platform from day one, so compliance is a property of the pipeline and not an audit-time exercise.

Frequently asked questions
Harness is the governed, AI-powered software delivery platform for public sector missions. It orchestrates build, test, security, and deployment across the toolchain you already run, enforces policy as code at every stage, and records a tamper-evident audit trail for every pipeline execution. That record supports RMF assessments and continuous ATO without a separate evidence-collection effort.
Harness offers FedRAMP Moderate and High offerings built for federal authorization boundaries, and is launching in the FedRAMP Marketplace. For current authorization status, package access, and sponsoring agency details, contact the Harness public sector team.
Yes. The Harness Self-Managed Platform runs inside your environment, on-premises or fully air-gapped, including GovCloud and sovereign deployments. Self-managed deployments support FIPS-enabled configurations, and the same governance model applies in every environment. Capability coverage varies by module and release, so confirm module support with your Harness team.
Every pipeline execution records who ran it, which OPA policy governed it, what approvals were required, what was exempted, and when. Policy as code is evaluated on save and on run, and a pipeline that fails policy stops. That evidence maps to the controls your assessors work from — NIST SP 800-53, NIST SP 800-218 (SSDF), and the RMF — and flows into ServiceNow for workflow and ticketing, and exports for eMASS package submission. Because governance and evidence are part of the pipeline itself, teams support RMF assessments and continuous ATO with evidence generated as software moves, instead of assembled before an audit.
Harness pipeline evidence supports controls across several NIST SP 800-53 families:
- Configuration Management (CM-3 change control, CM-5 access restrictions for change)
- System and Services Acquisition (SA-10 developer configuration management, SA-11 developer testing)
- Supply Chain Risk Management (SR family)
- Audit and Accountability (AU-2, AU-12)
Every pipeline run records who executed it, which policy governed it, what was approved, and what the scans found. Your assessors map that evidence to your control baseline.
Yes. Harness generates evidence that supports each SSDF practice group:
- Policies defined as code (PO)
- Protected, signed artifacts with provenance (PS)
- Security testing enforced in every pipeline (PW)
- SBOM inventory to find affected components when a vulnerability is disclosed (RV)
Harness does not complete the attestation for you. It produces the evidence behind it.
Harness integrates natively with ServiceNow and Jira for change approvals and ticket updates inside the pipeline. Pipeline execution records, policy evaluations, scan results, and SBOMs can be exported via API to support eMASS packages or your GRC platform.
Evidence is generated automatically as software moves, instead of being collected by hand before an assessment. Policy is evaluated on every save and run, so reviewers focus on exceptions rather than every change. Golden Templates let your team review a standard once and verify that pipelines inherit it, rather than reviewing each pipeline individually.
Core delivery and governance run across Harness Commercial SaaS, FedRAMP, and the Self-Managed Platform offerings. That includes pipelines, Golden Templates, OPA policy enforcement, RBAC, and the audit trail. Some capabilities, including AI-powered features, vary by deployment model and release. Talk to the public sector team about what is available inside your authorization boundary.
OPA policies are evaluated when a pipeline is saved and when it runs. Each policy can be set to warn or to stop execution. For security findings, teams can request an exemption with a justification. Only authorized roles can approve it, it is time-bound so it expires automatically, and it is recorded in the audit trail. Every exception has an owner, a reason, and an end date.

Harness Agents run inside your infrastructure with your identity, scoped permissions, and OPA policy gates, and every action is written to the audit trail. You set the level of autonomy per workflow, per environment, and by blast radius, from agents that help configure the delivery system to agents that execute with human approval to agents that act autonomously within the policies you set. The agents are prebuilt, and you bring your own AI model.
No. Harness acts as the orchestration and compliance layer over the tools your architecture boards approved and your authorizing officials authorized. It integrates with GitHub, GitLab, Jira, ServiceNow, Kubernetes, Terraform, HashiCorp Vault, AWS Secrets Manager, and 40+ security scanners. The MCP Server connects Harness to Cursor, Claude Code, Windsurf, and any MCP-compatible client. You can adopt one module at a time.
Golden Templates let you build a pipeline once at the organization level and have every pipeline below it inherit that definition. Swap a scanner or add an approval gate in the template, and the change propagates everywhere. Teams still author freely, but inside the OPA guardrails and supply chain security checks built into the path.
Supply Chain Security generates SBOMs, SLSA provenance, and signed attestations, and Security Testing Orchestration brings 40+ scanners into one governed step with risk-based stop gates and timed exemptions. Together they give you a chain of custody from code to artifact to deployment to runtime.

No. Harness has been building AI into software delivery since 2017, when we launched Continuous Verification, the industry first use of unsupervised machine learning to analyze observability data and automatically roll back failed deployments. Since then we have embedded AI across every module, including Test Intelligence, AI-powered pipeline creation, and automated vulnerability remediation. We are not adding AI to a delivery tool. We built a delivery platform on AI.
